Information

The Municipal Clerk is critical to the functionality of the Borough, as every aspect of Borough business must pass through the Clerk's office. The statutory duties of the Municipal Clerk are as follows:

  • Secretary to the Governing Body: Attends all Borough Caucus and Council meetings and is responsible for the preparation of agendas and minutes, maintaining all originals of minutes, ordinances and resolutions.  
  • Secretary to the Municipal Corporation: Serves as custodian of the municipal seal and keeper of municipal records including all minute books, deeds, bonds, contracts and archival records.
  • Chief Administrative Officer of Elections: Certifies vacancies of Council and suggests polling places to the County Clerk, as well as other election duties.
  • Chief Registrar of Voters: Provides residents with voting forms and ensures completed forms are submitted to the County, when applicable.
  • Records Custodian and Manager: Maintains and oversees Borough records and enforces retention schedules as mandated.
  • Administrative Officer: accepts applications and issues licenses and permits, and conducts business with other municipal departments.

The Borough Clerk’s office also provides the public with information, processes requests for public records (OPRA) and is the Local Office of Vital Statistics.

The State of New Jersey enacted the Open Public Records Act which allows access to documents considered to be Government Records. The definition of a Government Record, as well as additional information can be found on the State of New Jersey Government Records Council website. In addition, the GRC provides, ‘A Citizen’s Guide to the Open Public Records Act’ which provides valuable information on all aspects of OPRA.

OPRA requests can be submitted electronically, in person, via USPS or left in the Borough drop box. While you are not required to use the OPRA form, you must specify that your request is under OPRA and answer the 3 questions on the state-issued form.
